Rain ending Thursday morning. Scattered flurries Thursday evening. Fog banks forming early this evening and dissipating near midnight. Visibility 1 mile or less in fog banks and as low as 1 mile in rain.

Temperatures plus 1 rising to plus 11 overnight then falling to minus 3 Thursday evening.
