Rain changing to flurries Thursday afternoon. Fog banks forming early this evening and dissipating near midnight. Visibility as low as 1 mile in rain and 1 mile or less in fog banks.

Temperatures plus 2 rising to plus 11 overnight then falling to minus 1 Thursday evening.
